Employees of the Tax Agency that collect the most will receive a bonus on their salary
The agency has signed an agreement with the unions to distribute a productivity bonus of 95 million among those who achieve record VAT and IRPF income this year
The employees of the Tax Agency will have to worry about their task if they want to achieve the productivity bonus that the AEAT has just signed with the majority of the unions. "The agreement has been closed to reissue this year the special plan of intensification of actions", have confirmed to this newspaper sources of the organism.
The union of technicians of Finance (Gestha) calculates that the plan includes 95 million euros in incentives for workers who achieve a record in the collection of this year in VAT and IRPF, as anticipated by ABC. This union, which represents 25% of the total workforce, has not signed the agreement because they criticize that technicians receive "only 40% of the incentives with respect to inspectors" and because 25% of the funds are distributed "free" disposition "of the AEAT with criteria that" are unknown ", points out José María Mollinedo, general secretary of Gestha.
The document to which this newspaper has had access sets two goals for this year that, if exceeded, will imply the entry of "an additional amount" to what has already been received. But it is not a new measure this year, but since 2014 the Tax Agency approved this intensification plan to "increase tax revenues and strengthen the fight against tax fraud," says the text.
How much is the bonus for each worker
From Getsha have calculated that the amount to be distributed will be 95 million euros, 40% of those budgeted for total productivity. What it represents, depending on each worker, on their annual salary depends on the subgroups to which they belong.
Thus, taking into account the data from last year, the A1 (tax inspectors or computer experts, among others) receive about 7,000 euros of bonus per year if they meet the objectives. The next group, A2, in which the technicians of the Treasury or the customs surveillance body are framed, 2,645 euros. Below, the administrative staff (C1), with an average of 1,669 euros; and the auxiliaries (C2) with 1,125 euros.
As it was possible to increase "substantially" the contribution of the AEAT in obtaining the tax revenues "necessary to finance public services and reduce the public deficit", the bonus has been extended from 2014 to this year. The document considers that in 2019 it is time to "move forward" with a new scope of action based on the intensification of ex-post control projects for tax and customs fraud. Thus, actions to encourage voluntary compliance "will not only refer to VAT, but also to IRFP" .
