The Executive will approve a macro-offer of public employment before the elections
Batet avoids giving figures but will be at least similar to last year's, with more than 30,800 seats, and will include a three-year employment plan
The Government is working against the clock to launch a public employment offer that can be approved before the elections are held. This was confirmed today by the Minister of Territorial Policy and Public Service, Meritxell Batet, during an informative breakfast, which spoke of the "commitment" they had acquired both with the unions and with the whole body of opponents. "We must not leave this offer for after elections, because it not only gives security to the body of opponents and their families, but guarantees that all public services will continue to function and have all the human resources to cover those places, "the minister said.
Batet, however, avoided giving figures for the time being. "I can not advance the figure because we are working on it, seeing all sectors and needs with the aim of strengthening especially those with few staff," he explained, while stating that "trade unions are helping and collaborating closely with the Ministry so that this offer covers the expectations and needs of citizens ». This could mean that in no case will it be lower than last year, when an offer never seen in the last decade of more than 30,800 public places was launched (of which almost 2,000 were new jobs).
The unions, however, told this newspaper that it is not at all extraordinary since the normal thing is to specify the places during the first quarter of the year, in this case the negotiation -precises- will begin in March and will be approved by Royal Decree a end of that month or early April, something logical since otherwise selective processes could go to 2020.
The novelty in this case is the Government proposes to accept the proposal made by some workers' organizations to collect "for the first time" a multiannual plan - as confirmed by Ministry sources to this newspaper -, which includes the employment forecasts that will probably be for the next three years, although only the 2019 offer is approved. The objective is to alleviate the progressive aging that affects the workforce of the AGE, with an average age of around 52 years and with almost half of the staff with more than 60 years. In fact, almost 3,500 are over 64 and are on the verge of retirement.
Same replacement rates
Failing to specify the figures, from the Department led by Batet specify that the offer will respond to the existing replacement rate currently, the same of 2018, since not having approved a new budget can not be considered another. In this way, 100% of casualties in the priority sectors (more than twenty) would be covered, 115% would be reached in the State's security forces, while the rate remains at 75%. general character. In addition, there will be an additional bag of 5% for certain sectors of the Administration, with places aimed primarily to strengthen the care of Social Security, the fight against fraud, penitentiary institutions, benefits and active employment policies, emergencies or customer service .
It should be recalled that the Government has already approved a little over two weeks ago a first offer of 1,735 reinforcement places to serve services affected by the Brexit, as an advance to the places it will convene soon.
This is another wink from the Executive of Pedro Sanchez to the more than 2.5 million officials - who also vote on April 28 - after approving at the end of the year a rise in their salaries of 2.25%, which it already rises to 2.5% due to the forecast of GDP growth and that in some cases it could climb up to 2.75% with the distribution of additional funds.
